Builders put an interesting clause "Complete amount will be refunded without interest within 1 month once the flat is rebooked". The hidden view comes when the market is slow and they are not getting buyers. What will happen in that case?

How buyers will come to know that the his/her cancelled flat is actually rebooked or not and why he should wait through such biased clause which will create uncertainty of customers own money raising a question "When the refund will be done?".
